LSUHSC-S PARKING REGULATIONS

II. VEHICLE REGISTRATION
A. Parking Decal Installation instructions are included on the reverse of the decal.
1. Surface must be clean and dry.
2. Decal must e displayed on rear, left side (driver’s side) of either the bumper, or the outside corner of the rear window.
3. Remove liner carefully. If cold, warm between hands.
4. Decals are non-transferrable.
5. Decal must be permanently affixed to the outside of the vehicle by its own adhesive.
III. FEES
A. Fees for parking will be as prescribed and approved by the Board of Supervisors upon recommendation of the Dean and Chancellor.
B. Employee fees will be payroll deducted. Student fees will be collected at registration.
C. Parking fees paid by non-LSUHSC employees who work regularly on the campus (MAP, Credit Union, etc.) will be paid every six months by the individual or employer. These fees will be due on January 1 and July 1 of each year.
D. Student’s parking fees are as follows:
1. Annual Registration $84.00
2. Summer Session Only $21.00
E. Faculty/Staff monthly parking fees are as follows:
1. Close in lots $17.50
2. Outlying lots $ 7.00
IV. PARKING ZONES
A. LSUHSC has designated parking areas for students, faculty-staff, University Police, visitors and the handicapped.
B. Each LSUHSC parking lot has an assigned color displayed at the lot entrance and on the LSUHSC parking decal. Some lots are grouped together by color. A person assigned to a parking lot may park in another lot of the same color when their assigned lot is full. All persons may park in the M Lots when their assigned parking lot is full.
C. Patient Parking is reserved for patients and visitors only. Employees and students parking in patient lots will be issued a violation and may be subject to disciplinary action.
D. The following color-coded curbs mark the various areas:

There will be no waiting list maintained for preferred parking lots. Title (first) and seniority (second) are considerations for preferred parking. Employees are assigned to close in lots as space allows.

VII. VEHICLE PARKING REGULATIONS
A. All vehicles must be parked within the confines of a marked parking space. Parking is prohibited in any area not specifically designated for parking.
B. Vehicles will not be parked or placed facing the flow of oncoming traffic.
C. Parking is prohibited in any area where traffic cones or barricades have been placed.
D. Double parking is prohibited.
E. Overnight parking on campus is restricted to students, faculty, staff and official guests of the University. Patients may park overnight in patient parking lots.
F. No parking is allowed where curb is RED.
G. Parking for handicapped is marked in BLUE. Only non-employee vehicles with handicap license plates or placards are authorized to park in handicap areas.
H. Permanently Handicapped employees must register for parking and will be allowed to park in A, B, D, and F-Lot where the handicap parking is designated.
I. Temporarily Handicapped employees and students must register with the Parking Office for a LSUHSC Temporary Handicapped Parking Permit to park in one of the dozen LSUHSC Temporary Handicapped Parking places around C Building. Temporary Handicapped Parking Permits are valid for up to 4 weeks. Employees and students must register for a new THP Permit once the original one expires. Eligible employees and students must be registered to park on LSUHSC property.
J. Employees who are certified through the Office of Motor Vehicles as disabled and who work in the Ambulatory Care Clinic may be eligible to park in the controlled parking lot on the west side of the ACC building. Employees must present their OMV disabled permit as well as approval from their manager/supervisor to the Parking Office. Once verification of parking registration and payment is made, the request is forwarded to Hospital Administration. Hospital Administration will review the request and if approved, a code will be issued to the employee to gain access to the lot and a placard will be provided for display on the dashboard of the approved employee’s vehicle. Employees must be registered to park on campus and must use the designated handicapped spaces located on the west end of the parking lot. Should a designated handicapped space not be available, the employee must park in their registered lot. Employees who communicate the code to any other individual – employee, patient or visitor - are subject to a loss of campus parking privileges. Employees parking in non-designated handicapped spaces also face loss of parking privileges as these spaces are reserved for clinic patients. (added 3.2007)
VIII. MOVING VEHICLE VIOLATIONS
A. The parking lot speed limit is 5 MPH.
B. Obey all traffic control signs, crosswalks, and requests by University Police officers concerning vehicles.
C. Operating a motor vehicle in an area other than a street, roadway, or parking lot intended for motor vehicles use is prohibited.
D. All accidents must be reported immediately to the University Police.
E. U-turns are prohibited on all streets.
IX. BICYCLE REGULATIONS
A. Bicycles must obey all motor vehicle laws.
B. Bicycles at night must display lights in accordance with Louisiana State law.
C. Bicycles shall not be ridden on sidewalks.
D. Bicycles must park in racks provided. Racks are located near the library entrance and courtyard area of the Allied Health Building.
X. GENERAL PROVISIONS
A. Neither inclement weather or special events will alter provisions of these regulations.
B. The person to whom the decal is issued is responsible for the vehicle and traffic tickets issued to it on campus. Transferring decals is prohibited and will result in disciplinary action.
C. Falsifying traffic tickets, removing traffic tickets from parked vehicles, or purchasing decals for others may subject the violator to disciplinary action. Flagrant violations may cause the permanent loss of parking privileges on campus.
D. Students with indebtedness to the University because of parking violations will not be permitted to re-enroll, graduate or procure a transcript until such indebtedness is paid.
E. No oversized vehicles are allowed on LSUHSC-S parking lots without authorization from University Police (UPD).
F. Disabled or abandoned vehicles must be reported immediately to the University Police.
G. Major repairs and/or oil changes are not allowed on campus.
H. Pedestrians have the right-of-way over motor vehicles when crossing the street in areas marked as pedestrian crossings.
I. All persons riding in vehicles must be seated and must wear seat belts in accordance with Louisiana state law.
J. All types of skates and skateboards are prohibited inside buildings and on sidewalks on LSUHSC campus.
XI. FINES AND FEES
A. All fines and fees must be paid within five business days to avoid a late payment penalty.
B. Traffic citations are paid in the Parking Office of Auxiliary Services located on the Ground
C. Floor of A-Building, Room G-112.
D. A fee of $15 (plus $5 late payment penalty) is charged for the following:
1. Failure to register a vehicle
2. Parking in a restricted area
3. No display of decal/permit
4. Making U-turn
5. Parking facing flow of traffic
6. Vehicle not parked within confines of a designated parking space
7. Improper display of decal/permit
8. Speeding
E. The fine for parking in areas listed below will be $30 (plus $5 late payment penalty):
1. Handicap Zone without a permit
2. Loading Zone
3. Fire Lane (Red Curb)
4. Tow-away Zone
5. University Vehicle Spaces
6. University Police Spaces
F. Receipt of four or more unresolved tickets or parking two vehicles registered to one person on campus at the same time may result in 1) disciplinary action; or 2) a vehicle being towed.
G. In the event a vehicle is towed from LSUHSC premises, the driver will be informed upon reporting to the University Police Office. The driver will be advised of the location of the towing service and the amount of money necessary to claim the vehicle. The driver will receive a parking citation and will lose their parking privileges for one year.
H. Individuals with six or more unresolved violations within a calendar year will be suspended from parking on LSUHSC property until payment of all fines is verified.
I. Failure to receive a parking ticket that has been properly issued shall not relieve the individual of any fines or fees resulting from the issuance of the parking ticket.
XII. APPEALS
A. Citation appeals shall be adjudicated through the Parking Committee. It is the duty of the person wishing to appeal a citation to contact the Parking Office of Auxiliary Services or Legal Affairs and complete the proper form within 14 days of citation issuance. The Parking Committee meets once a month.
B. Louisiana State University Health Sciences Center in Shreveport reserves the right to change any or all of these regulations as necessary.
